A platoon of Jorrin marines is not strictly required for ships with Gundring naval obligations, but most ships of noble houses will have at least a half-platoon (ten Jorrins) on board, with richer houses having a full platoon or even two.
And that explains why the Bokans wanted the navy *here* instead of just sending a bunch of bone “sea monsters” up north to destroy the ships. They knew they’d need something fast enough to avoid the cannon and couldn’t do it unless the arm was attached to the bottom of the ocean. So…bring the ships to the arm.
