The Rashadi Caliphate has used fostering in the past as a means of binding the nation together, but up until Jandal’s reign as Caliph many of these fosterings were of course only glorified hostage situations. Jandal’s emphasis on “constructive fostering” has bound the Caliphate’s common culture more tightly.
