Actually, it is. He had it legally changed to include the question mark. It helps differentiate him from (among others) the lead singer of the Cure and the former Vikings running back.

Fourth Doctor. They make a pretty good case that underneath the clowning, there’s never been a less human Doctor.

And yet this is the Doctor with the most famous/consequential ethical call in the entire series, debating himself whether it was ethical to exterminate the Daleks before they even got started.

I shall have to locate and read this book, obviously.

To return to the proper topic…. I do seem to remember that the Fourth Doctor was very fond of speeches about “that’s what makes you humans so special” and the like.

Maybe not the most emotionally distant Doctor, but you were often reminded he wasn’t an Earthling.

@The Unstoppable Gravy Express: They pointed to that sort of thing, yes. Speeches like, “You’re human–I’m a Time Lord. I walk in eternity,” and other lines that make it clear that he may like humans, but he’s never been less like a human.
