I don’t think Bush quite approaches Buchanan; as you say, the country was on the verge of civil war by the time he left (although, in fairness to him, that was a crisis that had been building, really, since 1776).
I’d put Bush in the bottom five, along with Buchanan, Harding, Pierce, and, eh, there are a couple of candidates for the other spot; Grant would be one possibility, but he gets marks for being the only President until Truman to actively stand for civil rights.

I think Warren G. Harding sucked more than James Buchanan, but maybe that’s just me.
Harding was one of the worst ever, but at least he didn’t allow the country to reach the point of splitting in two, like Buchanan did.
The current prez is by far the worst, however.
