The publicity photo for Doctors who are doctors at night shows the protagonist riding a motorcycle inside a hallway so I can only assume this is a ripoff of Awesome Hospital.
Undateable is a show about a bunch of sorta-losers who are bad at dating and a guy played by Chris D’Elia (who was the best thing about Whitney), who decides to try and help them out. We can’t help but think that timing-wise, with the recent Santa Barbara shooting stirring up a (well-deserved) storm of controversy over the pickup artist community, this can’t be the best time for this show—however well-intentioned it might be—to debut. (NBC, 9 p.m.)
I’d agree that this is a particularly bad time for a show with this concept, but I’m having a hard time thinking of a good time for it.

Crossbones is a pirate show that stars John Malkovich as Blackbeard, and you’re probably already programming your PVR now. (Global, 10 p.m.)
Rogers/Shaw, the largest cable company in Canada, calls their DVRs “PVRs” (“personal video recorders”) so it’s a term that went generic up here.
We also have milk in bags.
PVR == Personal Video Recorder, or Programmable Video Recorder.
Perfectly valid usage, and a more recognisable abbreviation than DVR in some regions (and companies – try searching for “Hauppauge DVR”).
IOW, option B: “some sort of strange Canadian initialism for DVR”.

I assumed he meant “Pirate Video Recorder”, given the context and arrrrrr! … I mean all.
I’d agree that this is a particularly bad time for a show with this concept, but I’m having a hard time thinking of a good time for it.
